PUBLIC STATEMENT ON THE POLITICAL AND ELECTORAL PROCESS IN THE REPUBLIC OF ZIMBABWE

The Center for Mozambique and International Studies (CEMO) has been undertaken a series of debates and advocacy on SADC countries political processes, in particular on the   Zimbabwe situation. After many advocacy activities and debates carried out in 2008, 2009, 2010 and 2011 and recently on 8th of March 09th of May 2012 on the Political situation of the Republic of Zimbabwe, CEMO is publicly manifesting its concern about the prevailing political stumbling blocks in Zimbabwe as it highly affects the aspirations for peace, safety, stability and development of Zimbabwean people and the people of SADC countries, and The Republic of Mozambique, in especial.

Putting into account :

  • The concerns of our partners located in the Republic of Zimbabwe and in other SADC countries;
  • The notes of  SADC Principles, Regulations and Guidelines on Elections, the 2008 Global Political Agreement and other global electoral norms;
  • The  recent declaration issued in the last SADCs Heads of States Conference held on  the current month of June, 1fst of June,  in Luanda, Angola, we declare the following:
  1. We praise SADC position  for not accepting the realization of elections without the fulfillment of  the Global Political Agreement  signed in 2008 between Zanu PF and MDC,
  2. We salute the Zimbabwean Civic Organizations and the media for its advocacy and efforts,
  3. We urge SADC organs to continue using its  power to influence the Zimbabwe Government to host a fair and transparent elections that is watched by observers and other stakeholders,
  4. We urge the Zimbabwe Government to respect the Zimbabweans Human Rights aspirations, protect the population from violent attacks based on political thoughts or membership, colour of skin, ethnic origin or any other situation and respects the Constitution of The Republic of Zimbabwe, the African Charter on Human Rights, the Universal Declaration on Human Rights and other international human right instruments.
  5. We urge the political parties signatories of the Global Political Agreement to be abided by the statutes that sustains the agreement and other subsequent commitments,
  6. 6.    We urge the Zimbabwe Government to organize fair, transparent and free elections based on the SADC Principles and Guidelines Governing Democratic Elections, the Global Political Agreement and Human Rights principles, putting into being the following pillars: a) To set up a new voters registration process in order to verify how many Zimbabweans have the right to vote, as in the current voters list there is an indication that more than 40.000 Zimbabweans voters are above 100 years old and this  is demographically impossible;  b) Creation  of a credible independent electoral commission  constituted of civilians and furnished with conditions and incentives to work ; c) Reduction of the influence  of Police Agents in the process unless for performing it’s classical duty of protecting people and insuring safety; d)Reduction or even extinction of military influence on the electoral process; e) Inclusion of Civil Society Organizations Members on the planning, management, observation, monitoring and evaluation of the electoral processes; f) acceptance of observer’s from various international institutions to insure transparence.
  1. Additionally we urge the International Community to support the process of political reforms in Republic of Zimbabwe in terms of know how, capacity building, financial support and also accountability.
  1. We call attention to the signatories of the Global Political Agreement, in order to organize the election within a reasonable time and in accordance with the Global Political Agreement, we urge them to find the needed consensus.
